  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.
  3. In a separate large bowl, whisk together the melted butter and granulated sugar until well combined. Add the egg and vanilla extract, and whisk until smooth.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the orange juice, beginning and ending with the dry ingredients. Mix until just combined.
  5. Stir in the orange zest, milk, and chocolate chips.
