Preheat the oven to 350°F (175°C).

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy.

Beat in the eggs, one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk.

Fold in the chocolate chips and crushed walnuts.

Spoon the batter into lined cupcake tins, filling each about 3/4 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
