Preheat the oven to 350°F (175°C).

Place the tartlet shells on a baking sheet and bake for 10-12 minutes, or until golden brown.

In a saucepan, combine tangerine juice, tangerine zest, dates, granulated sugar, and cornstarch. Cook over medium heat until thickened, stirring constantly.

Remove from heat and let cool.

In a mixing bowl, whip the buttermilk, heavy cream, powdered sugar, and vanilla extract until soft peaks form.

Spoon the tangerine-date filling into the tartlet shells.

Top with a dollop of buttermilk whipped cream.
