Preheat the oven to 350°F (175°C) and line a cupcake/muffin tin with paper liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined. Fold in the chocolate chips.

Divide the batter evenly among the prepared cupcake/muffin liners. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cupcakes/muffins to cool completely before decorating.

To decorate, spread a thin layer of chocolate frosting on each cupcake/muffin. Cut the black licorice laces into 2-inch pieces and place 8 pieces on each cupcake/muffin to resemble spider legs. Place 2 candy eyes on each cupcake/muffin.
