Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.

In a large bowl, cream together the butter and brown sugar until light and fluffy. Beat in the egg and vanilla extract.

In a separate bowl, whisk together the all-purpose flour, baking powder, and salt. Gradually add the dry ingredients to the butter mixture, mixing well after each addition.

Press the dough evenly into the prepared baking dish. Arrange gumdrops on top, pressing them lightly into the dough.

Bake for 10-12 minutes, or until the edges are golden brown. Remove from the oven and let cool completely in the baking dish.

Once cooled, dust with powdered sugar. Cut into bars and serve.
