  1. Heat oil in a large pot over medium heat. Add the onion, bell pepper, celery, and garlic. Sauté until the vegetables are softened. Sprinkle flour over the vegetables and stir well to coat. Cook for 2 minutes. Gradually pour in vegetable broth, stirring constantly to prevent lumps. Add diced tomatoes, vegetable stock, cayenne pepper, smoked paprika, thyme, oregano, bay leaves, Worcestershire sauce, hot sauce, salt, and black pepper. Stir well. Bring to a simmer and cook for 20 minutes. Add frozen okra and cook for another 10 minutes. Remove bay leaves. Serve over cooked rice and garnish with sliced green onions.
