Preheat the oven to 180°C (350°F).

In a food processor, grind the hazelnuts until finely ground.

In a large mixing bowl, combine the ground hazelnuts, all-purpose flour, baking powder, and salt.

In a separate bowl, cream the butter and granulated sugar together until light and fluffy.

Add the egg and vanilla extract to the butter mixture and mix well.

Gradually add the dry ingredients to the wet ingredients and mix until a dough forms.

Roll the dough into small balls and place them on a baking sheet.

Flatten each ball slightly with the back of a fork.

Bake in the preheated oven for 10-12 minutes, or until the edges are golden brown.

Remove from the oven and let the cookies cool on the baking sheet for 5 minutes.

Transfer the cookies to a wire rack to cool completely.
