Add flour and cook for 1 minute, stirring constantly.

Slowly whisk in vegetable broth and milk. Bring to a simmer.

Add broccoli, corn, potato, salt, and black pepper. Cover and cook until vegetables are tender, about 15 minutes.

Use an immersion blender to partially puree the soup, leaving some chunks for texture.

Stir in cheddar cheese until melted and well combined.

Serve hot, garnished with green onions.
