Cook the noodles according to package instructions. Drain and set aside.

In a large wok or skillet, heat the sesame oil over medium heat. Add the garlic and ginger and sauté for 1 minute.

Add the broccoli, carrot, and red bell pepper to the wok and stir-fry for 5 minutes.

In a small bowl, whisk together the soy sauce, vegetable broth, cornstarch, water, crushed red pepper flakes, salt, and black pepper.

Pour the sauce mixture into the wok and stir to coat the vegetables. Cook for an additional 2 minutes, or until the sauce has thickened.

Add the cooked noodles and green onions to the wok and toss to combine.
