Peel and chop the potatoes into small cubes. Slice the leeks and dice the onion.

In a large pot, melt the butter over medium heat. Add the onion and leeks, and sauté until softened.

Sprinkle the flour over the vegetables and stir well to coat.

Slowly pour in the chicken or vegetable stock, stirring constantly.

Add the potatoes to the pot and bring to a boil. Reduce heat and simmer until the potatoes are tender.

Using an immersion blender or a regular blender, blend the soup until smooth and creamy.

Stir in the milk and grated cheddar cheese until melted and well combined.

Season with salt and black pepper to taste.

Serve hot, garnished with fresh chives.
