In a large pot, melt the butter over medium heat. Add the chopped onion, celery, and carrot. Cook until the vegetables are softened, about 5 minutes.

Sprinkle the flour over the vegetables and stir to coat. Cook for an additional 2 minutes.

Gradually whisk in the chicken broth and milk. Bring the mixture to a simmer and cook for 10 minutes, stirring occasionally.

Stir in the Dijon mustard, Worcestershire sauce, garlic powder, paprika, salt, and black pepper.
