  1. Preheat the oven to 350°F (175°C).
  2. Roll out the sugar cookie dough to a 1/4-inch thickness.
  3. Use a round cookie cutter to cut out circles from the dough.
  4. Place the dough circles on a baking sheet and bake for 8-10 minutes or until lightly golden.
  5. Remove the cookies from the oven and let them cool completely.
  6. Prepare the JELL-O Strawberry Gelatin according to the package instructions.
  7. Dip the top of each cookie into the gelatin to create the Santa hat shape.
  8. Place a dollop of whipped cream on top of each cookie.
  9. Slice the fresh strawberries and place one slice on top of the whipped cream.
  10. Place a mini marshmallow on top of the strawberry slice.
  11. Use the red decorating icing to create a small pom-pom on top of the marshmallow.
  12. Allow the cookies to set in the refrigerator for at least 1 hour before serving.
