Preheat the oven to 425°F (220°C).

In a mixing bowl, combine the whole-wheat flour, baking powder, and salt.

Cut the butter into small pieces and add it to the dry ingredients. Use your fingers or a pastry cutter to mix the butter into the flour mixture until it resembles coarse crumbs.

Make a well in the center of the mixture and pour in the milk. Stir until the dough comes together.

Turn the dough onto a lightly floured surface and knead it a few times until it forms a smooth ball.

Roll out the dough into a rectangle about 1/2 inch thick.
