Preheat the oven to 350°F (175°C) and line a 9x9-inch baking pan with parchment paper.

In a microwave-safe bowl, melt the butter. Add the granulated sugar and cocoa powder, and mix well.

In a separate bowl, whisk together the flour, baking powder, and salt.

Add the eggs and vanilla extract to the butter mixture, and mix until well combined.

Gradually add the dry ingredients to the wet ingredients, and mix until just combined.

Pour the batter into the prepared baking pan and spread it evenly.

In a small saucepan, heat the sweetened condensed milk over low heat until warm.

Pour the warm condensed milk over the brownie batter.

Sprinkle the toffee bits evenly over the top.

Bake in the preheated oven for 25-30 minutes, or until the edges are set and the center is slightly fudgy.

Remove from the oven and let it cool in the pan for about 1 hour.

Once cooled, lift the brownies out of the pan using the parchment paper and cut into squares.
