  1. In a large mixing bowl, combine the flour, butter, cream cheese, and sugar substitute. Mix until the dough comes together.
  2. Divide the dough into 4 equal portions and wrap each in plastic wrap. Chill in the refrigerator for 30 minutes.
  3. Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
  4. On a lightly floured surface, roll out each portion of dough into a circle.
  5. Spread a thin layer of jam or preserves on each circle of dough.
  6. Sprinkle the cinnamon, chopped nuts, and raisins over the jam.
  7. Cut each circle into 6 wedges and roll up each wedge from the wider end.
  8. Place the rugelach on the prepared baking sheet and bake for 20-25 minutes, or until golden brown.
  9. Allow the rugelach to cool on a wire rack before serving.
