  1. Preheat oven to 350°F (175°C). Grease a 9x9-inch baking dish.
  2. In a large bowl, combine rhubarb and sugar. Let sit for 15 minutes to release juices.
  3. In a separate bowl, mix together flour, oats, brown sugar, baking powder, and salt. Cut in butter until mixture is crumbly.
  4. Beat in egg and vanilla extract into the crumb mixture.
  5. Press half of the crumb mixture into the bottom of the prepared baking dish.
  6. Spread the rhubarb mixture over the crust.
  7. Sprinkle the remaining crumb mixture over the rhubarb layer.
  8. Bake for 40-45 minutes, or until the top is golden brown.
  9. Allow to cool completely before cutting into bars.
