Add the grated zucchini, flour, egg, mint leaves, dill, salt, and black pepper to the bowl. Mix well.

Form the mixture into small patties.

Heat vegetable oil in a frying pan over medium heat.

Remove the patties from the pan and place them on paper towels to drain excess oil.
