Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking pan.

In a medium bowl, mix together graham cracker crumbs and melted butter. Press the mixture into the bottom of the prepared pan.

In a separate bowl, whisk together sweetened condensed milk, lemon juice, lemon zest, and egg yolks until well combined.

In another bowl, sift together powdered sugar, all-purpose flour, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, stirring until just combined.

Pour the batter over the crust in the baking pan.

Bake for 25 minutes, or until the edges are golden brown and the center is set.

Remove from the oven and let cool in the pan for 10 minutes. Then, transfer to a wire rack to cool completely.
