Irish cream liqueur was first introduced in the 1970s and quickly became popular for its rich and creamy flavor.

Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy.

Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients, alternating with the Irish cream liqueur and sour cream.

Fold in the chocolate chips.

Divide the batter evenly among the cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Remove from the oven and let the cupcakes cool in the tin for 5 minutes.

In a small bowl, whisk together the powdered sugar and milk to make the frosting.
