Preheat the oven to 350°F (175°C) and line a cupcake pan with paper liners.

Grate the carrots and set aside.

In a medium bowl, whisk together the flour, baking powder, cinnamon, and salt.

In a separate large bowl, cream together the butter and granulated sugar until light and fluffy.

Beat in the eggs one at a time, followed by the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.

Fold in the grated carrots.

Divide the batter evenly among the prepared cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Remove from the oven and let the cupcakes cool in the pan for 5 minutes, then transfer them to a wire rack to cool completely.

In a medium bowl, beat together the cream cheese and powdered sugar until smooth.

Add the black food coloring gel and mix until well combined.

Frost the cooled cupcakes with the black cream cheese frosting.

Place two white chocolate chips on each cupcake to resemble eyes.
