  1. Preheat the oven to 350°F (175°C).
  2. In a large mixing bowl, combine the chocolate cake mix, vegetable oil, water, and eggs. Mix until well combined.
  3. Pour the batter into a greased and floured 9-inch round cake pan.
  4. Bake in the preheated oven for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
  5. Remove the cake from the oven and let it cool completely.
  6. In a separate bowl, beat the cream cheese, peanut butter, and powdered sugar until smooth.
  7. Fold in the whipped topping until well combined.
  8. Cut the cooled cake in half horizontally.
  9. Spread a layer of the peanut butter mixture on the bottom half of the cake.
  10. Place the top half of the cake on the peanut butter mixture.
  11. Frost the entire cake with the remaining peanut butter mixture.
  12. Decorate the top of the cake with chopped Reese's peanut butter cups.
  13. Refrigerate for at least 1 hour before serving.
