Cook the pasta according to package instructions. Drain and rinse with cold water.

In a large bowl, combine mayonnaise, sour cream, salt, black pepper, and garlic powder. Mix well.

Add cooked pasta, red bell pepper, green bell pepper, cherry tomatoes, red onion, and fresh parsley to the bowl. Toss until everything is well coated with the dressing.

Cover the bowl and refrigerate for at least 30 minutes to allow the flavors to meld.
