Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large bowl, combine the flour, sugar, baking powder, and salt. Mix well.

In a separate bowl, whisk together the melted butter, milk, eggs, and vanilla extract.

Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

In a small bowl, combine the chopped pecans, brown sugar, cinnamon, and cold butter. Mix until crumbly.

Pour half of the batter into the prepared cake pan. Sprinkle half of the pecan streusel mixture over the batter.

Pour the remaining batter over the streusel layer. Top with the remaining streusel mixture.

Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cake cool in the pan for 10 minutes. Then, transfer to a wire rack to cool completely.
