  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the egg, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Gradually add the boiling water to the batter while mixing continuously. The batter will be thin, but that's normal.
  5. Fill each cupcake liner about two-thirds full with the batter.
  6. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove the cupcakes from the oven and let them cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. In a separate mixing bowl, beat the cream cheese and butter until creamy and smooth.
  9. Gradually add the powdered sugar and vanilla extract to the cream cheese mixture. Beat until well combined.
  10. Melt the semi-sweet chocolate in a microwave-safe bowl, stirring every 30 seconds until smooth.
  11. Add the melted chocolate to the cream cheese mixture and beat until well combined.
  12. Once the cupcakes are completely cooled, frost them with the chocolate cream cheese frosting.
