  3. Cut the cold butter into small pieces and add it to the flour mixture. Use a pastry cutter or your fingers to cut the butter into the flour until the mixture resembles coarse crumbs.
  4. In a separate bowl, combine the heavy cream and lemon zest. Pour the cream mixture into the flour mixture and stir until just combined.
  5. Turn the dough out onto a lightly floured surface and gently knead it a few times to bring it together. Roll the dough out to a 1-inch thickness.
  6. Use a round biscuit cutter to cut out shortcakes from the dough. Place the shortcakes onto a baking sheet lined with parchment paper.
  7. Bake for 12-15 minutes, or until the shortcakes are golden brown.
  8. While the shortcakes are baking, prepare the strawberries by slicing them and tossing them with powdered sugar.
  9. Once the shortcakes have cooled slightly, split them in half horizontally.
