  1. Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a separate large bowl, mix the melted butter and granulated sugar until well combined. Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Begin and end with the dry ingredients, mixing until just combined.
  5. Gently fold in the crushed candy canes.
  6. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  7. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  8. Allow the cupcakes to cool in the tin for 5 minutes, then transfer them to a wire rack to cool completely.
  9. Once cooled, frost the cupcakes with whipped cream and garnish with mini candy canes.
