  1. Preheat the oven to 375°F (190°C).
  2. Peel and slice the potatoes into thin rounds.
  3. In a saucepan, melt the butter over medium heat. Add garlic powder, salt, and black pepper. Stir well.
  4. Add milk, sour cream, and half of the cheddar cheese to the saucepan. Stir until the cheese is melted and the mixture is smooth.
  5. In a greased casserole dish, layer half of the potato slices. Pour half of the cheese mixture over the potatoes. Repeat with the remaining potatoes and cheese mixture.
  6. Cover the casserole dish with foil and bake for 30 minutes.
  7. Remove the foil and sprinkle the remaining cheddar cheese on top. Bake for an additional 10 minutes or until the cheese is melted and bubbly.
  8. Garnish with chopped green onions before serving.
