Preheat the oven to 375°F (190°C).

Cook the pasta according to package instructions, then drain and set aside.

In a large saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Gradually whisk in the milk and continue cooking until the mixture thickens.

Remove the saucepan from heat and stir in the cheddar cheese, pepper jack cheese, garlic powder, onion powder, salt, black pepper, and red pepper flakes.

Add the cooked pasta to the cheese sauce and mix well.

Transfer the mixture to a baking dish and sprinkle with parsley.

Bake for 20-25 minutes, or until the top is golden and bubbly.
