In a large pot, heat olive oil over medium heat. Add chopped onion, minced garlic, sliced carrots, and celery. Cook until vegetables are tender.

Add barley, shiitake mushrooms, vegetable broth, bay leaves, thyme, salt, and black pepper to the pot. Bring to a boil.

Reduce heat to low and simmer for 30 minutes, or until barley is cooked and tender.
