Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a large bowl, whisk together the flour, sugar, baking powder, salt, cinnamon, and nutmeg.

In a separate bowl, beat the eggs. Add the milk, vegetable oil, and vanilla extract. Mix well.

Pour the wet ingredients into the dry ingredients. Stir until just combined.

Gently fold in the chopped apples and cranberries.

In a small bowl, mix together the brown sugar, flour, and cold cubed butter to make the crumble topping.

Fill each muffin cup about 3/4 full with the batter. Sprinkle the crumble topping over each muffin.

Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.

Allow the muffins to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
