  1. Preheat the oven to 350°F (175°C).
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy.
  4. Beat in the egg and vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined.
  6. Fill each cavity of a bear-shaped silicone mold halfway with the batter.
  7. Add a small dollop of chocolate hazelnut spread in the center of each bear.
  8. Top with more batter to cover the filling.
  9. Sprinkle mini chocolate chips on top of each bear.
  10. Bake for 12-15 minutes, or until a toothpick inserted into the center comes out clean.
  11. Allow the bears to cool in the mold for a few minutes, then carefully remove and transfer to a wire rack to cool completely.
