In a large mixing bowl, combine flour, remaining sugar, and salt. Cut in butter until mixture resembles coarse crumbs.

Add the yeast mixture and milk to the dry ingredients. Stir until a soft dough forms.

Turn the dough onto a floured surface and knead for about 5 minutes until smooth and elastic.

Place the dough in a greased bowl, cover it with a clean towel, and let it rise in a warm place for 1 hour or until doubled in size.

Punch down the dough and divide it into 12 equal portions. Shape each portion into a ball and place them on a greased baking sheet.

Cover the rolls with a clean towel and let them rise for another 30 minutes.

Preheat the oven to 375°F (190°C). Bake the rolls for 12-15 minutes or until golden brown.
