Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper.

In a large mixing bowl, whisk together the flour, sugar, baking powder, and salt.

Cut the cold butter into small cubes and add it to the flour mixture. Use a pastry cutter or your fingers to mix the butter into the flour until it resembles coarse crumbs.

In a separate bowl, whisk together the heavy cream and egg. Pour the mixture into the flour mixture and stir until just combined.

Divide the dough in half. To one half, add the white chocolate chips and lemon zest. Mix until evenly distributed.

To the other half, add the matcha powder and dark chocolate chips. Mix until evenly distributed.

On a lightly floured surface, pat each dough into a circle about 1-inch (5 cm) thick. Cut each circle into 4 wedges.

Place the scones on the prepared baking sheet and bake for 15-20 minutes, or until golden brown.

Remove from the oven and let cool for 10 minutes before serving.
