Heat olive oil in a large pot over medium heat. Add onion, garlic, carrot, and celery. Cook until vegetables are tender, about 5 minutes.

Add tomato paste, thyme, rosemary, salt, and black pepper. Stir well.

Add white beans, barley, and vegetable broth. Bring to a boil, then reduce heat to low and simmer for 30 minutes.
