Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large microwave-safe bowl, melt the butter. Add the granulated sugar and brown sugar to the melted butter and mix until well combined.

Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients and mix until just combined. Fold in the chocolate chips and chopped walnuts.

Divide the batter evenly among the prepared muffin cups.

Bake for 20-25 minutes, or until a toothpick inserted into the center of a muffin comes out with a few moist crumbs.
