In a large saucepan, melt butter over medium heat. Add garlic powder, onion powder, smoked paprika, salt, and black pepper. Stir for 1 minute.

Add flour to the saucepan and whisk until well combined. Cook for 2 minutes.

Gradually add milk to the saucepan, whisking constantly. Cook until the mixture thickens.

Remove the saucepan from heat and add cheddar cheese and mozzarella cheese. Stir until the cheese is melted and the sauce is smooth.

Add cooked macaroni to the sauce and stir until well coated.

Preheat the oven to 350°F (175°C). Transfer the macaroni mixture to a baking dish.

In a small bowl, mix breadcrumbs with melted butter. Sprinkle the breadcrumb mixture over the macaroni.
