Gradually whisk in the milk, ensuring no lumps remain. Continue cooking and stirring until the mixture thickens.

Reduce the heat to low and add the cheddar cheese, Parmesan cheese, salt, black pepper, and mustard powder. Stir until the cheese is melted and the sauce is smooth.
