  1. Preheat the oven to 350°F (175°C).
  2. In a saucepan, combine the rhubarb, sugar, and water. Cook over medium heat until the rhubarb is soft. Remove from heat and stir in vanilla extract. Let it cool.
  3. In a mixing bowl, cream together the butter and brown sugar. Beat in the egg and vanilla extract.
  4. In a separate bowl, combine the flour, oats, baking soda, and salt. Gradually add the dry ingredients to the butter mixture and mix well.
  5. Drop spoonfuls of dough onto a greased baking sheet. Flatten each cookie with the back of a spoon.
  6. Bake for 10-12 minutes or until golden brown. Allow the cookies to cool completely.
  7. Once the cookies and rhubarb mixture are cooled, scoop a generous amount of vanilla ice cream onto the bottom side of a cookie. Top with another cookie, pressing down gently to create a sandwich.
  8. Repeat with the remaining cookies and ice cream. Place the sandwiches in the freezer for at least 2 hours to firm up.
