  1. Preheat the oven to 350Ā°F (175Ā°C) and line a muffin tin with cupcake liners.
  2. In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the milk, vegetable oil, vanilla extract, and eggs to the dry ingredients. Mix until well combined.
  4. Gradually add the boiling water to the batter, mixing until smooth.
  5. Fill each cupcake liner about two-thirds full with batter.
  6. Place a Reese's peanut butter cup in the center of each cupcake.
  7. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let the cupcakes cool in the tin for 5 minutes. Then transfer to a wire rack to cool completely.
  9. In a mixing bowl, beat the cream cheese and butter until creamy. Gradually add the powdered sugar and vanilla extract, mixing until smooth.
  10. Add the whipping cream and beat until light and fluffy.
  11. Pipe or spread the cream cheese frosting onto the cooled cupcakes.
