  1. In a large bowl, combine masa harina, water, and salt. Mix until a soft dough forms.
  2. Divide the dough into 8 equal portions and shape each portion into a ball.
  3. Flatten each dough ball into a circle, about 4 inches in diameter.
  4. Place a tablespoon of refried beans and a tablespoon of queso fresco in the center of each dough circle.
  5. Fold the dough over the filling and pinch the edges to seal.
  6. Heat vegetable oil in a skillet over medium heat.
  7. Cook the pupusas for 4-5 minutes on each side, or until golden brown and crispy.
  8. Serve hot with salsa and curtido (pickled cabbage salad).
