  1. In a food processor, combine flour, sugar, butter, egg yolks, orange zest, lemon zest, and cardamom. Pulse until the mixture resembles coarse crumbs.
  2. Add orange juice and lemon juice. Pulse until the dough comes together.
  3. Transfer the dough to a floured surface and shape it into a disk. Wrap in plastic wrap and refrigerate for 30 minutes.
  4. Preheat the oven to 350°F (175°C).
  5. On a floured surface, roll out the dough to fit a 9-inch tart pan. Press the dough into the pan and trim any excess.
  6. In a small saucepan, heat the heavy cream until hot but not boiling.
  7. In a medium bowl, whisk together the egg yolks and powdered sugar. Slowly pour the hot cream into the egg mixture, whisking constantly.
  8. Pour the custard mixture into the tart shell.
  9. Bake for 35-40 minutes, or until the custard is set and the crust is golden brown.
  10. Allow the tart to cool for 30 minutes before serving.
  11. Dust with powdered sugar before serving, if desired.
