In a large bowl, combine oats, flour, brown sugar, butter, and salt. Mix until crumbly.

Press half of the mixture into the bottom of the prepared baking dish.

In a small saucepan, heat sweetened condensed milk and vanilla extract over low heat until warmed.

Pour the warm milk mixture over the crust in the baking dish.

Sprinkle the toffee bits evenly over the milk mixture.

Crumble the remaining oat mixture over the toffee bits.

Bake in the preheated oven for 25 minutes, or until golden brown.

Remove from the oven and let cool in the baking dish for 30 minutes.
