  2. In a large resealable plastic bag, combine flour, sugar, baking powder, and salt. Cut in butter until mixture resembles coarse crumbs.
  3. In a small bowl, combine milk and vanilla extract. Gradually add milk mixture to bag, shaking well after each addition, until a soft dough forms. If desired, stir in raisins.
  4. Turn dough onto a lightly floured surface and knead gently 5-6 times. Pat or roll dough to 1-inch thickness. Cut with a floured biscuit cutter and place on prepared baking sheet.
  5. In a small bowl, beat egg with 1 tablespoon of water to make an egg wash. Brush the tops of the scones with the egg wash.
