  3. In a separate bowl, combine the flour, baking powder, and salt. Gradually add the dry ingredients to the butter mixture, alternating with the milk.
  4. Divide the batter in half. Stir the cocoa powder into one half of the batter. Fold in the chocolate chips into the other half.
  5. Spoon the batters alternately into the prepared baking pan, creating a marble effect.
  6. Bake for 25 minutes or until a toothpick inserted into the center comes out clean.
  7. Allow to cool in the pan for 30 minutes before cutting into squares.
