In a mixing bowl, combine blackberries, lemon juice, cornstarch, and sugar. Stir until the blackberries are coated.

In a separate bowl, mix flour, sugar, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.

Stir in milk and vanilla extract until just combined.

In a saucepan, heat water and cornstarch mixture until thickened. Pour over the blackberry mixture.
