Preheat the oven to 375°F (190°C). Cook the macaroni according to the package instructions, then drain and set aside.

In a large skillet, melt the butter over medium heat. Add the shallots and cook until caramelized, about 10 minutes.

In a separate saucepan, melt the remaining butter over medium heat. Stir in the flour and cook for 1 minute. Gradually whisk in the milk and cook until thickened, about 5 minutes.

Remove the saucepan from heat and stir in the cheddar and gruyere cheeses until melted. Stir in the Dijon mustard, nutmeg, salt, and black pepper.

In a large mixing bowl, combine the cooked macaroni, caramelized shallots, and cheese sauce. Mix well.

Transfer the mixture to a greased baking dish. Sprinkle breadcrumbs and Parmesan cheese on top.
