Preheat the oven to 180°C (350°F).

In a bowl, cream together the butter, sugar, lemon zest, and vanilla extract until light and fluffy.

Sift in the flour and ground nutmeg, then mix until a dough forms.

Roll out the dough on a lightly floured surface to a thickness of 1/4 inch.

Use cookie cutters to cut out desired shapes and transfer to a baking sheet.

While the shortbreads are cooling, make the lemon icing by mixing together the lemon juice and powdered sugar until smooth.
