  1. In a mixing bowl, combine all-purpose flour, sugar, and butter. Rub the mixture between your palms to resemble breadcrumbs.
  2. Add the egg, milk, and vanilla essence to the mixture. Knead the dough until it comes together.
  3. Divide the dough into small portions and roll each portion into thin strips.
  4. Cut the strips into small pieces and shape them into small balls or curls.
  5. Heat oil in a deep pan and fry the kul-kuls until golden brown.
  6. Remove the fried kul-kuls from the oil and drain them on a paper towel.
  7. Once cooled, dust the kul-kuls with powdered sugar.
  8. Serve the kul-kuls as a sweet snack or dessert.
