  2. In a saucepan, melt the butter with water, milk, and salt over medium heat.
  3. Add the flour and stir until the mixture forms a ball.
  4. Remove from heat and let cool for a few minutes.
  5. Add the eggs one at a time, beating well after each addition.
  6. Stir in the grated Parmesan cheese and chopped fresh herbs.
  7. Drop spoonfuls of the dough onto a baking sheet lined with parchment paper.
  8. Bake for 20 minutes or until golden brown.
  9. Remove from the oven and let cool for 5 minutes before serving.
