  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a separate large bowl, cream together the butter, granulated sugar, and creamy peanut butter until light and fluffy.
  4. Beat in the eggs one at a time, then stir in the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.
  6. Fill each cupcake liner 2/3 full with the batter.
  7. Press a peanut butter cup into the center of each cupcake.
  8. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  9. Allow the cupcakes to cool in the tin for 5 minutes, then transfer them to a wire rack to cool completely.
  10. In a small bowl, whisk together the powdered sugar, creamy peanut butter, and heavy cream until smooth and creamy.
  11. Once the cupcakes are completely cooled, frost them with the peanut butter frosting.
